FLAG STATE INSPECTION VS PORT STATE CONTROL

A Flag State Inspection is performed under the authority of the vessel’s own Flag Administration.

A Port State Control inspection is performed by the maritime authority of the country whose port the foreign vessel is visiting.

Flag State inspections form part of the vessel’s primary regulatory oversight, while Port State Control provides an additional inspection mechanism for foreign vessels operating in another State’s ports.

ST. KITTS & NEVIS FLAG STATE INSPECTIONS

VALENCIA Marine Services also welcomes inspection enquiries relating to vessels registered under the St. Kitts & Nevis International Ship Registry (SKANReg).

SKANReg maintains an international Flag State Inspector network and expressly provides for suitably qualified individual professionals or companies to undertake Flag State Inspections. Its current information states that such work is performed on a per-inspection / assignment basis, which fits particularly well with local inspection availability in Spanish ports.

SKANReg's current FSI documentation covers vessel condition and compliance areas including MARPOL, ISM, ISPS, MLC, lifesaving appliances, fire safety, electrical systems, hull integrity and PSC history.

Inspection attendance would be performed only following the required authorization from the St. Kitts & Nevis International Ship Registry. SKANReg's own inspector instructions specifically require authorization before an FSI is undertaken.

WHO CAN REQUEST A FLAG STATE INSPECTION?

Official Flag State Inspection assignments are normally instructed or authorised by the Flag Administration, International Ship Registry or an appropriately authorised representative.

CAN A FLAG ADMINISTRATION APPOINT A LOCAL SURVEYOR FOR ONE INSPECTION?
